Energy Planning Researcher/Analyst

1. Background

IREEM is a rapidly growing think tank and NGO working in the fields of energy, environment, and natural resource management. The institute has built a strong reputation for supporting evidence-based public policy, strengthening institutional capacity, and fostering collaboration among ministries, local governments, industry, academia, and communities

Through initiatives such as energy efficiency programs, energy transition planning, strategic policy development, and applied research, IREEM plays an important role in bridging policy, research, and implementation. Its work supports Indonesia’s efforts to improve energy security, increase energy efficiency, and accelerate the transition toward sustainable and low-carbon energy systems.

To further strengthen its analytical and research capacity, IREEM is seeking an Energy Planning Researcher/Analyst who will contribute to research, modelling, policy analysis, and knowledge generation related to energy planning and sustainable energy development in Indonesia

2. Institutional Arrangement

The Energy Planning Researcher/Analyst will work under the supervision of the Energy and Environmental Planning Coordinator. The incumbent will collaborate with other researchers, technical experts, and communication staff within IREEM and may engage with external stakeholders, including government institutions, industry partners, and academic organizations.

At the beginning of the assignment, the researcher will support the following ongoing projects:

  • National Energy General Planning (RUEN) modelling 2026 – 2035.
  • Energy Consumption Intensity Study for selected infrastructure and public facilities including airports, train stations, hospitals, mass rapid transit, and universities.

The researcher may also contribute to other relevant projects related to energy transition, energy efficiency, strategic planning, SDGs, and green infrastructure, depending on institutional priorities.

3. Scope of Work

Under the direct supervision of the Energy and Environmental Planning Coordinator and in close collaboration with other experts and project teams, the Energy Planning Researcher/Analyst will support the planning, implementation, and delivery of research and analytical activities related to energy planning, energy efficiency, and sustainable energy development.

The tasks will include, but are not limited to, the following:

a). Research and Analysis

  • Conduct quantitative and qualitative research on energy systems, energy consumption patterns, and energy transition pathways in Indonesia.
  • Support the development and application of energy planning and forecasting models, including modelling related to RUEN scenarios and sectoral energy demand projections.
  • Analyze energy consumption data and develop energy intensity benchmarks for various infrastructure sectors (e.g., airports, hospitals, transport systems, universities).
  • Review national and international policies, best practices, and technological developments related to energy planning, energy efficiency, and alternative fuels.
  • Contribute to scenario development and policy analysis related to Indonesia’s energy transition

b). Data Collection and Modelling

  • Compile, clean, and manage energy-related datasets from government agencies, industries, and other relevant sources
  • Conduct statistical analysis, modelling, and scenario assessment to support energy planning studies.
  • Assist in the development of analytical tools, indicators, and methodologies for energy planning and energy efficiency assessment.
  • Support modelling work related to RUEN implementation and energy sector projections (2026–2035).

c). Project Implementation

  • Assist in the implementation of research projects including project planning, coordination, and technical documentation.
  • Contribute to the preparation of technical reports, policy briefs, analytical papers, and project deliverables.
  • Support the preparation of presentations, background papers, and briefing materials for stakeholders.
  • Participate in stakeholder consultations, workshops, and meetings related to project activities.

d). Stakeholder Engagement and Knowledge Dissemination

  • Engage with relevant stakeholders including government agencies, infrastructure operators, industry representatives, and academic institutions.
  • Support the organization of stakeholder consultations, focus group discussions, and technical workshops.
  • Contribute to the dissemination of research findings through publications, presentations, and knowledge-sharing platforms.

e). Institutional Support

  • Contribute to proposal development, concept notes, and new research initiatives when needed.
  • Support internal knowledge management and documentation within IREEM.
  • Perform other research-related tasks assigned by by the Energy and Environmental Planning Coordinator.

4. Required skills and experience

a). Education

  • A minimum of a Bachelor’s degree in engineering or other relevant fields.
  • A Master’s degree in energy studies, energy and/or environmental management, energy economics, sustainable development, or related disciplines will be considered an advantage.

b). Professional Experiece and Skills

  • At least 2–5 years of professional experience in energy research, energy policy analysis, energy planning, or related fields.
  • Experience working on energy modelling, energy efficiency analysis, or energy system assessment is highly desirable.
  • Experience supporting research projects, policy studies, or consulting assignments related to energy transition, renewable energy, or sustainable infrastructure will be considered an advantage.
  • Experience working with government agencies, research institutions, development partners, or think tanks is preferred.
  • Previous involvement with donor-funded programs or international development agencies is preferred.
  • Basic knowledge of project management principles and tools.

c). Language Requirements

  • Fluency in written and spoken English is essential
  • Fluency in written and spoken Bahasa Indonesia is required.

d). Technical skills

  • Strong analytical and quantitative skills, including data analysis, statistical analysis, and modelling.
  • Familiarity with energy modelling tools or analytical platforms (e.g., LEAP, system dynamics, TIMES, Excel-based models, Python, R, or other analytical tools) is desirable.
  • Ability to collect, organize, and analyze large datasets related to energy consumption and energy systems.
  • Good understanding of Indonesia’s energy sector, energy policy framework, and energy transition agenda is an advantage.
  • Proficient in Microsoft Office and other relevant digital tools.

e). Personal Attributes

  • Strong motivation to contribute to Indonesia’s energy transition and sustainable development agenda.
  • Ability to work independently, manage multiple tasks, and meet deadlines in a dynamic working environment.
  • Willingness to travel for field research, stakeholder consultations, and project activities when required.

5. Duty Station

The Energy Planning Researcher/Analyst will work from the project office in Jakarta.

6. Contract Details

  • Duration: 12 months, including a 3-month probationary period to assess alignment with IREEM’s values, work culture, and performance standards.
  • Contract Type: Full-time, fixed-term employment in accordance with Indonesian labour law.
